Scope of Work

In November 2017, APA Group acquired the existing Orbost Gas Plant and the export pipeline to the Eastern Gas Pipeline (EGP). The plant (previously owned by Santos and known as the Patricia Baleen Gas Plant) underwent an extensive upgrade from that point in 2017 to first gas in March 2020 to process sour gas from the offshore Sole gas field. The gas plant supplies treated gas to meet the growing market demand from the Australian eastern seaboard. Upstream PS previously operated and maintained the plant for OMV and subsequently Santos from 2001-2011 and have detailed knowledge of the plant which we bring to the APA organisation to maximise scope delivery efficiency and cost reduction.

Upstream PS provided a number of workstreams during the upgrade project execute phase, including:

  • Owner’s Engineering, overseeing the upgrade to the plant Distributed Control System (DCS);
  • Transitioning the CMMS system from Santos SAP to APA Maximo solution;
  • Provision of SMP and E&I Commissioning Planning, Engineering and execution support;
  • Provision of Construction Interface Management support;
  • Development of Plant Operations Procedures (both greenfield and update to existing brownfield procedures);
  • Provision of document and project administration support at the site and Melbourne project offices respectively;
